Art Ealum

Chief Art Ealum has been with the Owensboro Police Department for over 25 years. He served the Owensboro Police Department as a patrol officer and investigator before rising as Sergeant, Lieutenant, Captain, Major, Deputy Chief, and Chief of Police. Ealum was selected as the Owensboro Police Chief in 2012.

He holds an Associate of Science Degree from Owensboro Community and Technical College, a Bachelor of Arts from Brescia University, and a Master of Science in Criminal Justice from Eastern Kentucky University. He is a graduate of the Administrative Officers Course from the University of Louisville’s Southern Police Institute (AOC 123).

Chief Ealum is also a graduate of the following courses from the Department of Criminal Justice Training’s Kentucky Leadership Institute: Academy of Police Supervision (Class 4), School of Strategic Leadership (Class 2), and Criminal Justice Executive Development (Class 10). Chief Ealum completed the Federal Bureau of Investigation Law Enforcement Executive Development Course (Session 73). He graduated from the National Organization of Black Law Enforcement Executives CEO Mentoring Program in 2014. He received the Distinguished Alumni Award from Brescia University in 2014. He received the NAACP Community Service Award in 2015.

He is a Greater Owensboro Area Leadership graduate and Associate Member of the Kentucky Black Council. He is a certified instructor through the Kentucky Law Enforcement Council and an Adjunct Professor at Owensboro Community and Technical College.

He serves on the Professional Standards Committee.
