Cynthia C. Shain

Cynthia C. Shain is the Director of the Southern Police Institute. She retired as Deputy Chief of the Louisville Police Department after a 24-year career, where she served as the first female District Commander and staff officer in the history of the agency. Director Shain serves as Director of the Kentucky Regional Community Policing Institute under funding from the Office for Community Oriented Policing Services; Chair of the International Association of Chiefs of Police International Managers and Police College Trainers Section and Co-Chair of the International Association of Women Police International Scholarship Committee. She is a former Rotary International Scholar and recipient of the Tower Award for Women Leaders; Kentucky Women’s Law Enforcement Networks Contributions to Law Enforcement and Lifetime Achievement Awards; and most recently, Women Leading Kentucky Martha Layne Collins Leadership Award. Director Shain began with the KLEC in 2015 and serves on the Curriculum Committee.
