Cecil Watkins

Cecil Watkins currently serves as the Rowan County Attorney. He graduated from Morehead State University and Thomas M. Cooley Law School. After passing the Kentucky Bar in 1999, Watkins began his career in private practice. He worked from 2000 to 2001 for the Appalachian Research and Defense Fund of Kentucky before starting his own practice in 2001.

In 2003, Watkins was appointed the Assistant Rowan County Attorney, where he served until he was appointed the Rowan County Attorney on December 1, 2009. The following year, Watkins was elected as the Rowan County Attorney and has continued to serve in that capacity.

Watkins currently serves on the Gateway Child Advocacy Center Board, the Rowan County UNITE Board, the Rowan County Drug Court, the 21st Circuit Multi-Disciplinary Team, and the Rowan County Domestic Violence Board. Watkins has received awards for Kentucky Child Support Enforcement Outstanding Performance and Addiction Policy Forum Innovation Now Award for his program “Courtrooms to Classrooms” with the Rowan County Middle School.

Cecil Watkins resides in Morehead with his wife, Denise, and their son, Hayden. He serves as the Citizen-at-Large member of the Kentucky Law Enforcement Council and serves on the Instructor Certification Committee.
